Press Release – Meeting on Labour Reforms

22nd October, 2020

Today the 22nd October, 2020, Ministry of Textiles convene a Meeting  through Video Conferencing on Labour reforms chaired by Smt. Smriti Zubin Irani, Hon’ble Textiles Minister, Women & Child Development, Govt. of India.  Shri Ravi Capoor, Secretary (Textiles), Govt. of India, Shri Jaykaran Singh, Trade Adviser, Joint Secretaries of Textiles Ministries attended the meeting from the Govt. side.

Shri Siddh Nath Singh, Chairman, CEPC, Shri Umesh Kumar Gupta,                    Shri Sandeep Kataria, Members COA, CEPC, Shri Latil Goel, M/s Riveria Exports, Panipat, Shri Rajesh Mishra, M/s Obeetee Ltd., Mirzapur and Shri Sanjay Kumar, Executive Director, CEPC represents the Indian Handmade Carpet Industry.

Chairman and Representatives of all Textiles Export Promotion Council’s were also present in the meeting.

Shri Rakesh Kumar, Joint Secretary, Ministry of Labour made a presentation on “Facilitating Business Environment through Labour Codes before the Hon’ble Minister and participants and apprised about Rationalization of Sections in Labour Codes, Repealed of Labour Laws by the Govt., Acts covered under the Labour Code, Flexibility in labour market formalization of workforce, Fixed Term Employment defined in industrial relation code, Reemployment of retrenched worker/strike/negotiation, Core activities of establishments defined in the Contract Labour, Contract labour licensing, Pan India contract licensing, Flexibility in determining overtime/ working hours, Women worker compliance, Factories Act, Mobility and skill mapping of migrant workers, Assessment matters of EPFO and ESIC, other business environment friendly provisions introduced by the Govt. in labour laws etc.

Shri Rakesh Kumar requested Hon’ble Minister to give model standing orders for the Textile Sector which can be changed.

Shri Siddh Nath Singh, Chairman, CEPC in view of the special nature of the Handmade Carpet Industry, we request for Exemption from Factory Act.  and Exemption from PF & ESI laws. Shri Siddh Nath Singh also requested to extend the Employee Provident Fund Scheme Reforms announced by the Govt. in 2016 further for atleast for next 2 years.

Hon’ble Minister in her address mentioned that Central Govt. has given authority to change in certain labour laws keeping in view the interest of the worker/ employees and employers to attract investments in their state and hopeful that the State Govt. will proactively take action. Hon’ble Minister requested Council to send their queries on labour laws and his ministry will forward the same to labour ministry for the reply.

Shri Ravi Capoor, IAS, Secretary (Textiles), Govt. of India  mentioned that the labour reforms by the Govt. will bring competitive federalism between the states and progressive State Govts will came out with the notifications at the earliest.

Hon’ble Minister further mentioned that the labour reforms will definitely impact the industry which is the need of the hour and hope for better results in the coming days.

Shri V.K. Singh, IAS, AS & FA, Ministry of Textiles conveyed formal vote of thanks and mentioned that the labour reforms on which Central Govt. was working for last 4-5 years will definitely help the industry and request industry to be more responsible.
